Minutes of the Annual General Meeting of Okehampton Town Council held on Monday 11 May 2009 in the Council Chamber, Town Hall, Okehampton at 7.00 pm

Prayers:    Prayers were offered by Father Peter Morgan.

1. Apologies for Absence - There were no apologies for absence.

2. Deferment of Business - (for comment by the public) - There were no questions from members of the public.

3. Members’ Questions - There were no questions from Members.

4. Appointment of Town Mayor - On the proposition of Councillor A Raymond, seconded by Councillor A Leech, it was resolved to ratify the appointment of Councillor D Weekes as Town Mayor for Okehampton 2009/10 with the Mayor’s allowance at £1,470.

5. Appointment of Deputy Town Mayor - On the proposition of Councillor Mrs K Bickley, seconded by Councillor M Morse, it was resolved to ratify the appointment of Councillor P Stunèll as Deputy Mayor for the mayoral year 2009/10.

6. Committees of the Council - Council agreed to the appointment of Members to the Committees as set out below for the ensuing year.

Policy and Resources Committee:        
Councillors C Letchford, M Morse, C Hodgson, Mrs M McDonald, Mrs C Marsh, H A Pirwany, A Raymond, Mrs K Bickley, D Weekes.
On the proposition of Councillor C Letchford, seconded by Councillor Mrs C Marsh, it was resolved that Councillor C Hodgson be appointed Chair for the ensuing year.
On the proposition of Councillor C Hodgson, seconded by Councillor D Weekes, it was resolved that Councillor M Morse be appointed Vice Chair for the ensuing year.

Parks Committee:
Councillors P Stunèll, Mrs C Marsh, Dr M Ireland, A Leech, Mrs K Bickley, C Letchford, D Weekes, A Raymond.
On the proposition of Councillor Mrs C Marsh, seconded by Councillor D Weekes, it was resolved that Councillor A Raymond be appointed Chair for the ensuing year.
On the proposition of Councillor D Weekes, seconded by Councillor A Raymond, it was agreed that Councillor Mrs C Marsh be appointed Vice Chair for the ensuing year.

Property Committee:
Councillors D Weekes, A Leech, C Hodgson, Dr M Ireland, Mrs C Marsh, A Raymond, Mrs K Bickley.
On the proposition of Councillor Mrs C Marsh, seconded by Councillor C Hodgson, it was resolved that Councillor A Leech be appointed Chair for the ensuing year.
On the proposition of Councillor C Hodgson, seconded by Councillor A Leech, it was resolved that Councillor Dr M Ireland be appointed Vice Chair for the ensuing year.

Planning Committee:
Councillors Mrs K Bickley, Dr M Ireland, A Leech, Mrs M McDonald, M Morse, H A Pirwany, D Weekes.
Members noted that the Mayor, by tradition, was Chair of the Planning Committee, however Councillor Weekes declined this Chair and on the proposition of Councillor Dr M Ireland, seconded by Councillor M Morse, it was resolved that Councillor Mrs M McDonald be appointed Chair for the ensuing year.
On the proposition of Councillor Mrs K Bickley, seconded by Councillor Mrs M McDonald, it was resolved that Councillor A Leech be appointed Vice Chair for the ensuing year.

7. Council and Committees Schedule of Meetings 2009/2010 - Members examined the schedule for the ensuing year as at Annex 1 and following a request from Councillor Hodgson, agreed to amend the Policy and Resources Committee meeting dates to accommodate his request.

8. Representatives on Outside Bodies - The following Councillors were appointed as representatives of the Council on the following organisations or bodies, being appointed from the identified Committee.

The Chairman requested all Members attending other bodies to provide minutes, a report or breakdown of meetings attended on behalf of the Council.

It was agreed that the Clerk research this Council’s representation on the Citizens Advice Bureau and the Dartmoor Railway Supporters Organisation.
