Minutes of the Annual General Meeting - Monday 10 May 2010

Prayers: Prayers were offered by Revd D Waters.
1. Apologies for Absence - An apology for absence was presented on behalf of Councillor Mrs D Smith.
2. Appointment of Town Mayor - The Mayor advised that Councillor Morse had been nominated for the role of Town Mayor 2010/11 and, following a ballot, it was resolved that Councillor Morse be appointed as Town Mayor for Okehampton 2010/11.
3. Appointment of Deputy Town Mayor - The Mayor advised that two nominations had been received for the role of Deputy Town Mayor for 2010/11 from Councillors Mrs M McDonald and P Vachon. Following a ballot it was resolved that Councillor Mrs M McDonald be appointed Deputy Mayor for the Mayoral year 2010/11.
4. Mayor’s Allowance - On the proposition of Councillor Mrs Marsh, seconded by Councillor Raymond, it was resolved that the Mayor’s allowance be administered through the Town Clerk on the system endorsed at Council with a lump sum of £600 paid for incidental expenses.
Councillor Mrs McDonald, as Deputy Mayor, wished to record she would not be claiming expenses in her role as Deputy Mayor; noted.
5. Committees of the Council - Council agreed to the appointment of Members to the Committees as set out below for the ensuing year.
Planning Committee - Councillors Mrs McDonald, Leech, Mrs Bickley, Ireland, Mrs Smith, Morse (Town Mayor).
On the proposition of Councillor Mrs McDonald, seconded by Councillor Morse, it was resolved that Councillor Mrs Bickley be appointed Chair for the ensuing year. On the proposition of Councillor Mrs Bickley, seconded by Councillor Morse, it was resolved that Councillor Leech be appointed Vice Chair for the ensuing year.
Property Committee - Councillors Leech, Vachon, Weekes, Raymond, Letchford, Morse (Town Mayor) and Mrs Smith.
On the proposition of Councillor Raymond, seconded by Councillor Weekes, it was resolved that Councillor Leech be appointed Chairman for the ensuing year. On the proposition of Councillor Raymond, seconded by Councillor Leech, it was resolved that Councillor Vachon be appointed Vice Chair for the ensuing year.
Parks Committee - Councillors Morse (Town Mayor), Mrs Marsh, Ms Edwards, Ireland, Letchford, Weekes.
On the proposition of Councillor Mrs Marsh, seconded by Councillor Morse, it was resolved that Councillor Ms Edwards be appointed Chair for the ensuing year. On the proposition of Councillor Ms Edwards, seconded by Councillor Weekes, it was resolved that Councillor Mrs Marsh be appointed Vice Chair for the ensuing year.
Policy & Resources Committee - Councillors Morse (Town Mayor), Mrs Bickley, Ms Edwards, Mrs Marsh, Vachon, Raymond, Mrs McDonald.
On the proposition of Councillor Mrs Bickley, seconded by Councillor Ms Edwards, it was resolved that Councillor Mrs McDonald be appointed Chair for the ensuing year. On the proposition of Councillor Mrs McDonald, seconded by Councillor Ms Edwards, it was resolved that Councillor Raymond be appointed Vice Chair for the ensuing year.
6. Council and Committees Schedule of Meetings 2010/11 - Members examined the schedule for the ensuing year as at Annex 1 and, subject to the transfer of the Planning Committee of 11 October to 4 October and further researches on Mayor Choosing for 2011 and Civic Service, was adopted.
7. Representatives on Outside Bodies - The following Councillors were appointed as representatives of the Council on the following organisations or bodies, being appointed from the identified Committee.
