Minutes of Okehampton Town Council Planning Committee Meeting held on Tuesday 5 May 2009 in the Council Chamber, Town Hall, Fore Street, Okehampton at 7.00 pm

Declaration of Interest - Councillor Hodgson declared an interest under item 5.1 Proposed Development - Link Road Covenant.

656. Apologies for Absence - There were no apologies for absence.

657. Deferment of Business - (for comment by the public) - There were no members of the public present.

658. Members’ Questions - Councillor Mrs Marsh referred to land adjacent to the Heinz factory in North Road and suggested the Council write to this company requesting use of it for coach parking; on the proposition of the Chairman it was resolved accordingly. 
The Mayor questioned the placement of diversion signs along Upcott Road.  It was established they were to accommodate water mains repair works in Ranelagh Road and Church Street.

659. Minutes - The minutes of the Planning Committee meeting held on 20 April 2009 were approved and signed on the proposition of Councillor A Leech, seconded by Councillor M Ireland.

660. Matters Arising -

660.1 Proposed Development - Link Road Covenant - The Clerk reported that a reply was awaited; it was agreed that a reminder letter be forwarded.

660.2 Traffic Congestion Okehampton - New Signalling Equipment - An acknowledgement letter was received from the County Council.

660.3 Application No 12623/2009/OKE Brandize House, 74 Station Road - The Clerk reported on a site meeting on 7 May at 11.15 am.  Further that this Council had registered no objections to the proposal to remove trees.  It was noted that the Borough Council Member, Mrs Marsh, would attend.

660.4 Lewis Court Development/East Street - A letter from the Borough Enforcement Officer acknowledged this unauthorised development and referred to an amended application submitted relating to the proposal of a boundary wall and creation of a footpath; noted.

660.5 Somerfield Store Deliveries - A letter from the Store Manager advised that their policy did not permit colleagues to act as banksmen to back lorries into the delivery area.  The letter further advised of delivery times and offered to meet representatives of the Council to discuss these issues; Clerk to arrange.

660.6 South West Water - Water Mains System - In response to the Council’s concern over a water rehabilitation programme for Okehampton, South West Water advised that that work had been undertaken in 2005 and the company was working on the large trunk main feeding Okehampton situated from Estrayer Park to Belstone Reservoir, to be completed by the end of the summer.  Reference was made to additional housing in the town and sufficiency of water supply, the water authority advised that connection was allowed following a full survey and the infrastructure in Okehampton was adequate for the amount of residents the water supply served; noted.

661. Plans - Members made comment on plans received as per Annex A.

662. Highway Maintenance - A letter from B Greenslade (Devon County Council Leader) advised of that authority’s expenditure on highways maintenance for the financial year 2009/10; noted.

663. Members’ Reports - There were no reports from Members attending organisations on behalf of the Council.
