Minutes of Okehampton Town Council Planning Committee Meeting held on Monday 1 June 2009 in the Council Chamber, Town Hall, Fore Street, Okehampton at 7.00 pm

43. Apologies for Absence - Apologies for absence were presented on behalf of Councillors Mrs K Bickley and P Vachon.

44. Deferment of Business - (for comment by the public) - There were no members of the public present.

45. Members’ Questions - There were no questions from Members.

46. Minutes - Minutes of the Planning meeting held on 18 May 2009 were approved and signed by the Chairman on the proposition of Councillor A Leech, seconded by Councillor Dr M Ireland.

47. Matters Arising -

47.1 Proposed Development - Link Road Covenant - The Clerk reported that no response had been received from the County Council Overview and Scrutiny Committee Chairman despite reminders and in view of this apparent disregard, it was agreed that a letter be forwarded to the Chief Executive seeking a definitive answer.

47.2 Traffic Congestion Okehampton - The Clerk reported a nil response from the Area Engineer relating to the installation of traffic light control in Market Street; agreed a reminder letter be forwarded.

47.3 Somerfield Store Deliveries - A response from the Store Manager advised that groceries would be delivered between 6.00 am and 7.00 am and frozen and fresh foods at 4.00 am; any other deliveries received during the day were by error.  Members noted this, but questioned day time deliveries experienced and it was agreed that the Mayor and Clerk discuss this with the Manager.

47.4 Coach Parking - Heinz Ltd - A response from Heinz offered a parcel of land for coach parking on a leasehold basis on the Sprung Slumber site.  It was agreed that further researches be undertaken.

47.5 Dartmoor - The Loop Road - A response from the Duchy of Cornwall acknowledged the requirement of the Dartmoor Rescue Group to access closed sections of the Loop Road and confirmed they, with the MoD, would ensure rescue vehicles had passage over this road.  Members acknowledged an offer by the Duchy to attempt some work on the moor to provide access to this road, following a period of benign neglect, and further questioned access if the road was gated.

48. Plans - Members made comments on plans received as per Annex A.

49. Advertising Signs - The Chairman presented a letter from Mrs Buchan complaining about the proliferation of advertising signs in the proximity of Fatherford Farm, Exeter Road.  Members concurred, but concluded this was a problem for the Okehampton Hamlets.

50. Mill Road Closure - Members were asked to note closure of this road for utility works between 3 and 6 August 2009.
    
51. Members’ Reports - The Chairman advised that the G10 meeting had been postponed.  
Councillor Morse invited Members to attend an open day of the Senior Council to be held on 9 June 2009 at the Ockment Centre.
Councillor Leech advised that the Mill Site development had been delayed by the County Council, seemingly due to local government review, elections etc, but he suggested that as the existing library was being refurbished, this would not be part of the redeveloped Mill Site and the whole project was in limbo.

52. Site Inspection Panel Meeting 4 June 2009  Application 12684/2009/OKE  58 Station Road - Members noted no objections to this proposal and it was agreed no one would attend.
