67. Apologies for Absence - There were no apologies for absence.
68. Deferment of Business - (for comment by the public) - There were no members of the public present.
69. Members’ Questions - Councillor Ireland questioned West Devon bus/train timetable timings for the Sunday Rover service and commented these did not correspond with the GWR website in relation to Yeoford and Exeter; Town Clerk to research.
Councillor Leech referred to a report identifying the re-opening of railway routes across Devon and questioned Okehampton’s position relating to this government policy; Clerk to research.
Northfield Road - the Mayor advised that alternative route signs had been placed at the access to Northfield Road, regrettably there was no alternative route; Devon County to be advised.
70. Minutes - The minutes of the special joint meeting held with the Hamlets Parish Council on 27 May and the meeting held on 1 June 2009 were approved and signed by the Chairman on the proposition of Councillor Ireland, seconded by Councillor Leech.
71. Matters Arising -
71.1 Proposed Development - Link Road Covenant - The Clerk reported no response had been received from the County Council Chief Executive.
71.2 Mill Road 20 mph Speed Limit - A letter from the County Highways Engineer advised that use of additional signs was prohibited due to legal and good practice guidance. Members were disappointed, acknowledged the introduction of humps to slow traffic and the County’s objective to reduce street clutter and it was agreed to seek clarification on comments relating to effectiveness of physical features with a request that the 20 mph signs be relocated further from the junction.
71.3 Traffic Congestion Okehampton Traffic Signals Improvements - A letter from the County Highways Engineer advised that this work would be undertaken in September/October 2009, subject to a meeting with representatives of the Town Council to explain the works programme; the Mayor, Chairman and Clerk to attend.
71.4 Lewis Court Development - A letter from the Borough Enforcement Officer advised that development would be granted under delegated powers conferred on the planning officer by the ward members, further the footpath would have a minimum width of 1.4 metres throughout with vehicles prohibited access. Members were disappointed and requested the application be called in for scrutiny based on this Council’s objection to an untidy site and retrospective planning application.
71.5 Dartmoor - The Loop Road - A letter from the Duchy of Cornwall advised that restrictions relating to civilian motor vehicles would be implemented in September and work on the tarmac islands commenced thereafter. The question of locked barriers, if installed, would be subject to the issue of keys to the Rescue Group; noted.
72. Plans - Members made comments on plans received as per Annex A.
73. West Devon Local Development Framework Core Strategy - Regulation 27 Development Plan Document - The Clerk advised that this document was available in his office and he proposed to photocopy relevant sections and issue to Members.
Members acknowledged the content, questioned the increased allocation of industrial land surrounding Stockley Hamlets and on the proposition of the Chairman, seconded by Councillor Leech, it was resolved that a special meeting with the Hamlets be called to examine the document and compile a joint response to the Borough Council. The Council’s consultant, S Gill, to be invited to the meeting together with C Dunford, West Devon Borough Council Planning Officer, meeting to be held on 1 or 6 July, subject to availability of parties.
74. Okehampton Footpath 12 and Hamlets Footpath 2A - Members noted a temporary prohibition of through traffic between 24 August and 14 September 2009.
75. Road Closure - Lodge Hill - Members noted closure between 24 and 28 August for resurfacing works.
76. Members’ Reports -
Senior Council - Councillor Morse advised of the success of the open day on 8 June of this body and wished to thank Members for attending.
