388. Apologies for Absence - Apologies for absence were presented on behalf of Councillors M Ireland, Mrs C Marsh, P Stunèll, P Vachon.
389. Deferment of Business (for comment by the public) - There were no members of the public present.
390. Members’ Questions - There were no questions asked by Members.
391. Budget 2010/2011 - The Clerk presented the budget accounts for the Charter Hall, Market Hall and Town Hall. He explained the principles of budget compilation with an allowance of 2% for inflation on general expenditure, due provision for maintenance works and his interpretation of expenditure.
The Chairman reported he proposed to prepare a development plan, was working on schedules to produce a planned maintenance programme of work for ten years and a cyclical maintenance programme to allow proper accurate budget provision for that period. He acknowledged the account Market Hall related to Lower Market Hall and requested it renamed. Members questioned the accuracy of salaries allocation to the Lower Market Hall, Clerk to research and transfer as necessary. Councillor Leech referred to concern over energy consumption and it was agreed to research alternative companies in the new year. Members noted the omission of the sinking fund in the Town Hall account which had been added at the summary when the precept was determined at Council in January 2009. The Chair referred to ongoing work for the provision of toilets for the disabled in the Town Hall and sought a further £6,000 contribution in the new financial year; agreed. Members examined the provision of furniture for the Chamber and agreed to allow £1,000. Town Hall hire income was also examined and deemed low on projected income and it was agreed to increase this to £600 for projected and estimated income for the new year.
Councillor Mrs Bickley left the meeting and the meeting was concluded as inquorate at 9.00 pm.
It was agreed that this meeting be continued after the Property Committee on Monday 14 December 2009.
