Minutes of a Meeting of the Okehampton Town Council Property Committee held on Monday 18 July 2011 in the Council Chamber, Town Hall, Okehampton at 8.40 pm

140.     Apologies for Absence- An apology for absence was presented on behalf of Councillor M Davies.

 

141.     Deferment of Business- (for comment by the public) - There were no members of the public present.

 

142.     Members’ Questions- Councillor Mrs Marsh questioned the door closure on the door by the stairs leading to the Chamber, Councillor Leech to adjust.

 

143.     Minutes- The minutes of the Property Committee meeting held on 20 June 2011 were approved and signed by the Chair on the proposition of Councillor Mrs M McDonald, seconded by Councillor P Vachon.

 

144.     Matters Arising-

 

144.1   Solar Energy Charter Hall- The Chairman referred to an estimate, diagrams and system of a photovoltaic plant installation on the roofs of the Charter Hall and the Market Hall.  He explained this may be part of the community project referred to by the College at the previous meeting; such scheme to embrace schools, sports clubs, Ockment Centre, Parklands Leisure Centre etc through a partnership.  Councillor Leech was aware of different technologies for creating energy including wind, water, solar and this application required planning permission prior to any further action.  He explained this was a conservation area, due consents were required for that, but the Planning Officer had encouraged the application as it would not be visible.  To pursue this initiative it was proposed by Councillor Vachon, seconded by Councillor Cummings, that the Chair be authorised to pursue the cost of a formal planning application/conservation area consent application and to consult a structural engineer regarding the suitability of the roof structure to support such weight (the application to be part of the community package).

 

144.2   Fine Art/Regalia/Civic Buildings- The Clerk advised he had consulted Bearne’s, over the valuation for fine art, regalia, silverware, Mayor’s chain etc, who were happy to undertake this exercise based on the valuation carried out in 2000; developments were awaited.  He further reported Stags had been invited to undertake a valuation of the civic buildings and had referred him to Hosken Parks of Okehampton, which company were currently undertaking a rebuild valuation of the buildings; a report was awaited.

 

144.3   Electrical Testing- The Clerk advised following the fire risk assessment, he was pursuing quotes for testing the Council’s electrical installation system; noted.

 

145.     Your Paintings- The Chair presented a request from a website, www.bbc.co.uk/yourpaintings, to put the Council’s collection of all paintings on this site.  He advised a company, The Public Foundation Company, had undertaken this exercise in 2010 and the paintings were available on an alternative site.  Members acknowledged the benefits of using a BBC-based site as more popular and on the proposition of Councillor Mrs McDonald, seconded by Councillor Weekes, it was resolved this be deferred subject to researches on the suitability of the company.

 

146.     Members’ Reports-

Holditch - Councillor Mrs Marsh advised this charity was reconsidering its remit or rationale in the allocation of funds, including college students.
